Sheriff Bots Cheating?

So normally when playing this game, I have enough friends to do 2v2 or 3v1 shenanigans; but out of curiosity, I decided to try a 2v2(bots) since some of my friends were unavailable. As far as I can tell, the outlaw bots are pretty standard and straight forward.

However, the moment we switched sides so that the 2 bots were sheriffs, it was almost as if the power switch was flipped on and they became godlike. What exactly is in their algorithm to determine that I was an outlaw? In the first test round, I walked in circles in front of a bot sheriff and was quickly put down with a bullet between my eyes. Nothing unusual, I was expecting that; but after that match, even though we did our best to keep our notoriety levels down, they somehow singled us out and would kill us across the map, through walls, or even through a crowd of civilians. I at one point saw two sheriff bots coming to my general area even though our notoriety was at level 1, and so I decided to just blend in and do secondary tasks. I walked into the church, prayed to God for my sinful ways (again, I want to emphasize that this wasn't a required task on my list and I had not done any actual tasks within the area I was in, so there was no reason to suspect me), and as I turned around so I can walk out the church doors as a new man, I saw two white lines aiming at me through the church walls and promptly died.

As of now, I still have yet to even come close to winning a game with a bot sheriff.
