Beholder 3 Setting/Lore (Major Beholder 2 + Minor Beholder 1 Spoilers Ahead)
It's been driving me insane that Beholder 3 is somehow supposed to take place in a different country than the first two games. I couldn't enjoy the game until I hammered out a timeline. So, after losing an irrational amount of sleep, I think I figured out a way to make the timeline work out. Please tell me if I missed anything. So, most of the directives in Beholder 1 show up in Beholder 3 and are predated to match up with the dates they were issued in Beholder 1. There's almost no way, lore wise, that two separate countries could have the exact same laws passed on the exact same dates. The explanation for the directives missing from both games is ease of gameplay. The directives that don't show up in Beholder 1 aren't directives you can encounter being broken. The missing directives in Beholder 3 can be explained the same way.
Now, for the timeline. Hector's fate could be any of the possible endings, as they all lead to the cutscene at the start of Beholder 1. We know Carl and his family's fate from Beholder 2. Also from Beholder 2, we know that the State was still in place and that the war carried on. For the ending to Beholder 2, since the state is still solidly in place in Beholder 3 with the same directives from the first games, we can assume that the canon ending to Beholder 2 is either the one where Evan destroys himself, preventing access to Heimdall, or, more likely, the one where Evan destroys the Heimdall towers, due to the fact we don’t see the towers anywhere. As for the appearance of the Great Leader on the posters and statues, Evan could have killed the Great Leader and the State needed to find a replacement. The Leader tells us in Beholder 2 that hiring lookalikes for propaganda is very difficult due to their demands. My theory is that the State found someone willing to work just for the fame of it all, and the reforms taking place in the state prompted the new ‘Leader’ to, with the Ministry’s approval, change his appearance. The State propaganda was gradually switched over the course of a few years.
The setting of the story, Great-Leader-City, could either be a city developed after Beholder: Conductor, as we don’t see it on the map, or it could be one of the cities on the map that was renamed sometime after Beholder Conductor, as that game seems to take place around the end of Blissful Sleep.
The 'Federation of States' could also be a couple things. It could be a renamed South Borea or a North and South Borea merged together, or I think that the Federation of States is an ally of South Borea who recently joined the war and inadvertently started a culture war. Since the State was at war with Valverde in Beholder 1 with South Borea joining before Beholder 2, the Federation of States could have joined shortly before Beholder 3.

TL;DR: This crazy rant basically explained how Beholder 3 probably takes place in the same country as Beholders 1 & 2.
