i stuck on quest " carrer ladder " (only 1 quest left)
i must earn 10000 reputation to complete but why don't have other quest to do
(i failed 3 quest ) one of it is i can't get kim's file in time
anything i missed?

failing 3 quests has hurt you ... in reputation points you needed.

Try a new play through and dont fail those quests?
When you do reach 10k reputation you will get option to be promoted and the game will move along.
have you gathered all the data you can on your residents and colleagues and submitted profile reports ?

how to get Kim's file ...
Sybil Fels has it ... you need a camera in her room to record her blackmailing , she does this right at the end of the work day before going home.. 6pm-8pm ish.
When you have gathered the information that she blackmails, talk to her again about ''leverage'' and you get the file.
be aware completing this quest will bring along the blackmail quest later on which costs you about 8,000 I think. to pay off Sybil Fels [the game doesnt tell you its her, but it is]

New players dont be tempted to reveal spoilers given here and elsewhere ! ... you will only ruin gameplay and story line that you are yet to unlock.... you will feel robbed of your victory and the game will be less fun.
