As for access, Steam is a DRM , in case you forgot, so you won't be able to launch games without it, or download anything that you've bought, as Steam TOS prohibits VPN use.

Russian government will first block access to all foreign sites, forcing users to use VPNs, then it will block those VPN services to cut of Russia from global internet.
Explaining how VPN works is illigal in Russia, as is advertisement of it's use. So good luck relying on them. So yeah, I give Russia 2 years before it has the same access to global internet as it's beloved North Korea.
