If you head straight for the outdoor room from the start then set the correct date and opening time for 10am then you have to wait about 10-12 mins for it to open.
- you need to set it at least one hour in the future. If it's 9:30 AM in game, set it to 11:00 AM.
- very important for people who use 24h time: the hour after 11AM is 12PM!!! The first time I found the safe, it was 10:30 AM, then I set the opening time at 12:00 AM, and waited, well... forever. (this convention is completely idiotic, by the way)
Best way to do it is to head straight there, set it for 10 am and then go back later.

You can check if this is affecting you by looking for places in the house where the present day is written out, like the Drafting Studio. If the date doesn't show Nov/Dec/Jan/etc, you need to switch your computer's local date/time to English to solve the safe.
Looking at your Steam profile, I suspect this is your problem.

Day 1 happens on the 7'th of november, so the correct date is november of (dayCount + 6), unless you have gone many many days.
You can find rooms that tell you today's date, for example the room that lets you permanently add new tiles also has a calendar on the table that tells you the current in-game date.
It's not reading your local time/date, it's reading your local time/date language. So you tell the game to open, say, November 17. But your computer does not have "Nov", because your Windows language is Russian, so you have "ноя". Which does not equal Nov, so the shelter safe stays closed.
Something similar happens with Spanish and Portuguese. "Nov" stays the same, but if you try to open it toward the end of the first month, you're entering "Dic"/"Dez" territory instead of "Dec" and the safe stays shut.
Forgot to return back. That was the problem, indeed. Other people may not experience the problem anymore with this new patch, but I appreciate your help. Here's a Steam reward for this solution.
