It’s on the same note that tells you that red notes are false
Try using the magnifying glass on that note in the Security room that tells you about the red/blue notes.
Hand written red notes are NOT false.

Ouch. I may try reading the clock face from a different direction. 1:30 maybe to read it upside-down? Probably both require wait timing and times of entry. Probably waiting until 1:30, then enter the clock tower for 8 times?
Solution: You're overthinking it a bit, just be in the room by 1:30. :)
I think you're underestimating how long it takes for 1:30 to roll around.
Key #8 is causing me *much* more grief.
