Are you sure? I was pretty sure they were pretty explicitly *not* random and that the game was even tracking them individually.
The upgrade discs only spawn in those locations until you use up their "pool" for that location. Once that happens, they will no longer spawn there, is my understanding.
You get each one for reaching rare room or finding secret place for first time. I'm not sure, but I believe, that they could change their position if not used, but each of disks is traced by game. If you missed one, game probably should grant you opportunity to find it again.
Maybe you could get them (again) via Lost and Found because of "get rare items" effect. Or in Great Hall as it was mentioned previously.
Stuff message board also recites when you get specific number of disks (it was 12 for me) and starts giving hints on locations of last ones time from time.
Where is this message board?
I meant stuff announcements board which is accesible in network from any terminal. Once connetion via sattelite is reestablished, new messages appear there day from day.
