You can melt the ice in the freezer with a burning glass (magnifying glass + metal detector)
In the breaker room, turn on power to the garage. In the garage (west most column only), there's a garage door opener you can press. Go outside and follow the path to the left to open the gate.
Got that. Any ideas on drafting a workshop room and a freezer efficiently? Seems like both of them are pretty rare, without the aid of a green floorplan that increases your chances to draft up rarer floorplans . I have only drawn two workshops over a profile of 22 days. I will pray for the coat check and the commissary rooms to get my items.
No idea on the freezer, but the workshop can have its rarity changed with a wrench. Once I got a wrench, I immediately checked it and made a point of retrieving it as often as I could (returning it each day) so I could adjust the rarity on all of the mechanical rooms.
It was a real big hassle but making the workshop common has been extremely helpful.
