Accidentally made Breaker Room Rare

So I got the wrench for the first time whilst I was a bit tired playing, and I accidentally set the breaker room to rare instead of commonplace, how much have I messed up my game by doing this? This room has been pretty important so far and I haven't solved the puzzle inside it. Feel like I've potentially ruined the game for myself.

That's definitely a big loss. Three permanent upgrades require it, although two are technically done in other rooms.

I have two out of three I believe, the two that are done elsewhere. I just wish I knew how rare rare was. I have the wrench checked and keep going around trying to trigger the utility closet, but no luck after several runs. Ten hours and feel like I might have to start over, really nuked my enjoyment of the game. I don't understand why it would let me do something so detrimental to my own progress.
