Does it have to be adjacent to rooms to power them or just both be in the house?

It needs to be connected. Adjacent always works, but certain rooms (Security, Passageway, Dark Room and many more) conduct power. These rooms have conduits on the ceiling matching those in the Boiler Room and the power consuming rooms.
If the boiler room is turned on and you are drafting from a door that is currently connected to power, floor plans that consume or conduct power are visibly outlined in the drafting view.
