I don't understand how the Pump Room works. I spent probably 30 minutes trying to drain the fountain, but I can't figure out how to move water between the tanks. The main thing I couldn't figure out is how to get water from the left tank into the right tank. I flipped the small red switch on the back of the pipe that connects them, but that did nothing. I also don't understand what up vs. down on the main tank levers means. Does anyone have a good explanation? Thanks in advance!

check the diagram on the wall, each of the 6 buttons/rooms has a switch that will drain/fill the water in that room. so you need to move the water around to get the levels you want
As TheSurprise also said, look at the diagram. You'll see the different pumps are connected to different tanks and just play around with it until you get the meaning of it :)

But once a tank is full, how do I move the water in that tank to the next tank?
The two tanks next to each other that you can see can't fill each other, only the water in the other parts of the house represented by the bars. You can swap some pumps around (up to pump *into* the tanks, down to pump out) to fill the other one, but it was super fiddly and while I was able to do what I was trying for I couldn't understand why it just wouldn't work to empty sometimes.
I was just messing around in this room a bit. I can't give super exact answers, but think of it like this: If you want to drain the fountain, and the fountain has 6 "bars" of water lit on the board, there have to be six empty slots in the tank for it to drain to. If the tank is too full, you may need to fill a different area with water first to empty the tank. So, like, you might need to send water from tank 2 to the kitchen to make room, and then drain some bars of water out of the fountain. There are 2 areas that can be filled/drained from either tank one or two, iirc they are the fountain and the resevoir. If you want to switch to tank one, walk behind the tanks and there is a red switch that will point to the active tank. I hope this helps a bit!

The pump room is sooo frustrating. I read the library manual and a bunch of guides online and still could not understand why the tanks just would not drain sometimes. Really need better instructions or a patch because I am not convinced it's not glitched sonehow.,
There are three basic mechanics:

1. Select the source on the wall (e.g., the fountain/reservoir/kitchen/pool)
2. Adjust the pump that is connected to that particular source to go either to the tank (to drain the source) or to the source (to drain the tank and fill the source). You can figure out which pump is connected by just following the pipes or by looking at the schematic on the wall. Note: this step won't work if the place you're moving water to is full.
3. One of the pumps can connect to both tanks, and so you need to adjust the red switch on the back to toggle what tank connects to that pump.

Because the tanks only hold 4 units max, you'll need to repeat these steps to fully empty some of the sources. And you might need to drain some water from one source to one tank, then switch and drain that tank to a different source before returning to the original source you're interested in to drain it further.


There's one more advanced mechanic:
If you use the boiler room to power the pump room, you can access the reserve tank and have an additional place to drain water--this is only needed for one thing later in the game.

All in all, I might call this complex, but not tricky per se. Each individual step is fairly straightforward, it's just a matter of making it all work. It reminds me of one of those Tower of Hanoi puzzles.
Note that the pool can only drain into tank 2.
It is because in a normal scenario when you see a pipe connected to two tanks, you assume you can move water between them.

This is not the case in Mt. Holly.

Only certain sources, connect to certain pumps and only certain pumps connect to certain tanks.

But you can not move water between the tanks, you have to play hop scotch to move water around. It is actually quite tedious and frustrating.

Once you set Boiler and Pool rooms to common, this won't be as big an issue because you will see pump room quite often.
