Report a translation problem
The regular Throne Room can be built outside. I didn't test this myself, but read in another thread that there even is a very notable difference between the inside and outside version.
The hard part for me was getting that Throne Room early in the run. If this worked out, there are options to greatly increase your chance to draft blue floors; combined with means to redraw a few times (which you should easily have at that stage of the game), it is not at all difficult to fulfil the requirement. As the unlock will be permanent, you don't even need to draft sensible layouts. Simply call it a day once you made it.
