it's an automated system that distributes their pay in their quarters in the mansion. You are infact stealing their pay, rather than giving it to them.
Both of them takes money from the accounts used to pay employees. One just randomly spreads gold in the mansion taken from a bonuses account, the other deposits their pay directly in the maids quarters and the servants quarters along with a paystub. It's not sending out any gold electronically to wherever they are. It is an internal system that works without network connection.
Their pay while on indefiniet leave is handled by the lawyers mcguire mcguire and mcguire (or whatever). and is seperate from the normal functions of giving out pay.
The servants will most likely sleep in their respective rooms.
It is also likely that Mrs. Babbage has greater control of how the Mansion turns out

which is to say, its more or less random, but there are tricks to more reliably get rooms you need. like the stars, the dice, the conservatory, the location within the mansion, etc.
in the case of the the chef and moore, its more that they have a room they need to draw for their job, and by circumstance of the draw those two rooms happened to be too close to another.
