The Pool should be commonplace
To reach room 46 day 1 you have to draft either Foundation or Pump .
Foundation is rare so that's not happening.
Pump is unusual and is additionally hidden behind The pool which is standard.

This is just a reset hell at this point.
Considering that Pump + Boiler connection is another point of traction it only make sense to relax the gatekeepings of The Pool a little bit.

Edit: after attempting day 1 runs some more, I suspect the devs made The Pool room intentionally rare on day one to force players into building hammer instead

Technically you don't need either to reach Room 46 (the first time I beat it I had yet to find the Foundation. If you do the Tomb puzzle, you can access the "Fountain side" of the Underground to pull the cart back. Then, if you build the Power Hammer in the Workshop, you can access the Basement, complete the puzzle to open the bookshelf, and get to "Gear side" of the Underground.

Also, I don't disagree with you, but I think the Conservatory room and Wrench item offer important mechanics, so you're incentivized to find and use them if you'd like to make a certain room Standard or Common.

This is about day 1 runs, so Conservatory and Wrench are out, and Power Hammer is also extremely unlikely to happen. I've seen it exactly once in the 40h it took me to get the trophy.

Sadly, it is just very luck dependent. There are ways to manipulate the RNG (like drafting at the edges to increase the chances for T-shaped rooms), and having a generally solid strategy to fill out the early ranks. You can force Tomb reliably, but for the other part it's just random.

Thanks for the tip about power hammer, I didn't think about that. However, considering it takes a broken lever, which is also required to open an antechamber , this is also very unlikely to happen.

I suspect the game also riggs the RNG for The Pool on day one, because I almost never see it on my runs, despite that it supposedly have to be standard

What you are suggesting is nonsensical. Yes, let me just find a broken lever twice in the same run. And let me also stumble into a conservatory and have it pick the pool among the 3 draws that it allows me modify.

That's not true at all. There are three doors into the antechamber (not a spoiler) so there's a lever for each one. One of those levers happens to be in the Greenhouse and broken, but it's not the only lever.

Additionally: There are two levers for each entrance to the antechamber and two of them (south & west) can only be accessed using the power hammer (as a permanent change).

So no, using up the lever handle doesn't prevent you from accessing anything.

You can go for either Secret Garden and open 2 doors with the power hammer, or Weight Room if you have the steps for it.

Day 1 runs are challenge runs, no different from Dare Mode or Curse Mode. There is no reason to make a challenge run easier because the point of a challenge run is to be challenging. There is no gatekeeping going on for challenge runs, including Day 1. You can simply play the normal game and get the same content.

In a normal game, there's ample ways to change the draft pool in any way you want, including making the Pool a common spawn. There's also a number of different ways to make it to Room 46 when you're not applying the arbitrary restriction of Day 1 to yourself. Explore more.
