Question about a room unlock (spoilers)

Hello, I'm about 140 days deep and the Lost and Found just showed up in my Conservatory. The thing is I don't think I've ever unlocked this room since I've never seen it on any run nor found the blueprint. Is this a room with an unlock condition or have I just been very unlucky and somehow never seen it?
If it does have an unlock condition, does that mean other rooms I haven't unlocked might show up in the Conservatory?

Also this is a completely separate question but tacking it on here too. Does the 4th vault key have an unlock condition as well or is it pure rng? I have the 3 other vault keys but can't get this one to spawn, even drafting the music room late with other keys in my inventory and using the trading post. It's been like 40 or so runs since I got the third vault key so really frustrating if this is pure rng to not have seen the one I need yet.

For the room who showed up in your conservatory, it's a unlock specific condition, you'll have to do something in a specific place. Dig at a specific place in the basement

I don't remember how i got this one but it was maybe Trade at the trader outdoor or Dig somewhere in a green room or the room you can dig outdoor with a showel
