What does Packet Management in the laboratory do?

It upgrades the experiments. It adds an additional 8 cause and 8 effect parts, and lets you enable/disable them, so long as you have at least 8 active causes and 8 effects.

Some of these are needed for some endgame puzzles (crates), some are just far more optimal causes (able to be triggered 10+ times a day, or instantly the moment you start the experiment you can end the day and get a bunch of triggers, ect. If you have the right combo of experiments and room upgrades, you can do infinite triggers in a single day, or have infinite steps, infinite rerolls, ect), others are just far more powerful rewards.

no, that's data transfer, from the network menu. there's packet management from the lab menu, where you pick 8 or more causes and 8 or more effects but we don't know what choosing them does.
I assume that it only lets the ones you chose show up while picking causes and effects for the experiments.

Having used this feature extensively, yes. This.
You can pick and choose your triggers and rewards for the pool that shows up in experiments.
You have to have at least 8 triggers and at least 8 rewards but are free to choose more.
Every time you decide to start a new experiment, you're rolled 3 random triggers from the pool of triggers you've chosen and 3 rewards in the same right.

Once you get your extra experiments you can choose the pool the experiments draw from.

Lots of the options are ♥♥♥♥ when you want them to trigger at least 4 times, so you can get rid of them.

And some become truly magic if you pick specific upgrades like the nurses station.

I can't tell if my packet management selections persist overnight. Do I have to keep going in there and selecting 8 of each every day, even if I want the same set as the day before?

I certainly don't seem to have extras anywhere. The phrase 'download'. Do I need to someone engage with the dish?
