Missing expected/needed water (later game spoilers)

Apologies if this has been asked before, can't find a solution for this particular issue here or on Reddit, any help or guidance is appreciated!

I have the watering can and I'm trying to fill it with distilled water in the Trading Post. However, my barrel in the back room is completely empty. I've seen a few posts about this and seen screenshots where other people do have water in their barrel, but mine is bone dry. There's a pipe in here that leads me to believe there may be a way to send water to the distillery, but I can't for the life of me figure out where it needs to come from.

I'm fairly far along in the game but I'm not sure if I missed something/skipped something somehow, or if this is a timed event maybe.

I had a difficult time getting the prompt to even show up, myself, but it was just a bit finicky. Exiting and entering the room helped. Also, might be obvious, but you do need an EMPTY watering can.

I had problem with it too. Spend like 10 minutes exiting and reentering the room. Then I went to write a bug report while still standing in a room. When I switched back to the game prompt was right there. So maybe try to stay afk in the room for a few minutes, that what worked for me.

I had this problem myself and I found a message I don't remember where, it was supposed to stand by the water barrel for a while. I stood there and everything worked, I guess it takes 5-10 seconds to stand close to the barrel, motionless, or something like that.

Did you open the deposit box 053 in the Vault? I think that needs to be done before you get the prompt to refill the Watering Can.

Thanks @Iavra that was the step I was missing - I have water in the barrel now. I appreciate the help.

Yeah, you are supposed to decode those words from the note into numbers and then back into words to learn about it first ;)
