How did room 46 stay hidden from the staff?
It is literally a 1st floor office, with windows facing into the manor grounds without any security against external intruders. Wouldn't the groundskeeper have noticed this room? The first thing I would do if faced with a challenge like this, is spend day 1 scouting the grounds of the manor. If all I had to do was hop a fence and throw a brick through a window, I could solve this whole inheritance puzzle in less than an hour. I suppose perhaps the whole house is like some giant mechanical puzzle box and the room is just empty space until you unlock the door, and only then some hydraulic platform raises the room into an accessible position, but even then, for something supposedly so top secret, you would think it wouldn't have 1st floor windows.

If you've grabbed a shovel and dug a brick up, you'd realize your character is too dumb to come up with this solution on his own.

I think you should read some of the letters and notes around the game. The purpose behind room 46 isn't to be a fort knox impenetrable location, it is there for other reasons.
Also you will find out that it most likely didn't stay hidden from staff.

I just spawned garage on rank 8. went and took a look at the outside of the house. Room 46 isn't there. I've even pulled the back antechamber lever in case that spawns the room by means of mechanical pulleys. From the outside you can't spot it even though there are windows that you can look out from on the inside.

The house be magical.

You can see out of windows in the house but can't see into them.

The placements and shapes of windows don't match up at all.

Spoiler: It didn't. There's a whole plot thread/series of clues about one particular staff member trying to break into the office, and the different ways they tried to puzzle out where it was and why they couldn't find it from outside the house.

As others have said, the interior and exterior of the house do not line up. You can literally see the landscape shift and alter as you draft rooms. So yea, Room 46? It doesn't exist until you touch the door. You can see this with a lot exterior of the garden rooms. On the west side, you could have the Terrace pointing out, looking, seeing nothing. Draft the Garage next to it, and suddenly the landscape alters, trees move, and a driveway forms.


Meanwhile, on the east side, you might have a Veranda with a locked north door in E6. You look by, able to look to the north with no problem. But oh, you use your Secret Garden Key, and suddenly, a wall surges out 40 or so feet, blocking the view north, as the door opens.
