Blue Memo in the Garage / Foundation

I've been collecting all of the rank 8 Blue Memos and have almost finished.
However, my Foundation is on Rank 7 and I'd rather not move it
And I am just unable to find the Rank 8 memo in the Garage.
I've tried unlocking the car, I've tried opening the Garage, and none of that has worked for me.
If anyone can find either and share these notes, I would deeply appreciate it.

The Foundation:
Despite the directory being reorganized and renumbered several times throughout the years, the foundation has always maintained its position as the first floorplan of mount holly.

The garage memo is under the car’s gas pedal. It’s something like “the license plate is an acronym”

I don’t know what it’s an acronym for as of now.

I also realized each Classroom has a different memo, so I'll need to collect all of those, too.

Otherwise, I currently have amassed all the memos except for Classrooms and Garage, now.
