He seemingly has no pre-knowledge of the algebra system, the world flags, or the history of the country he lives in.

What's worse is that his grandfather is seemingly aware of how stupid he is, considering he made a puzzle that's essentially just "What are the flags of the 8 most important countries in the world?"

I don't think Herbert is your grandfather. I also don't think the test was made by him for Simon. The floorplans are presumably from many years of the Mt. Holly estate's existence. At one point (probably during Herbert's youth as there is an etching of the name "Herbie" on one of the schoolhouse desks) There was a schoolhouse on the grounds. The classroom floorplans are remnants of that school. The curriculum is what it was at the time.
