Can you clear the rocks from the Underpass?

There are rocks in the hallway opposite the 'red door' in the Underpass, which is part of the Underground. I think these are the same rocks blocking the same tunnel from the other direction across the reservoir. Has anyone figured out how to clear them, or if they're even clearable?
