I think the ONLY bad thing about the Aquarium is that it can eat a room of your Sheltered bonus from the shelter.
Hell, it even helps eat Furnace draws for you on runs where you got stuck taking Furnace.
Although I do agree that the Aquarium is a generally great all-round room.
Anyone trying to get 9 classrooms knows how much spamming 1gem rooms can add up...
Upgrades: Power Source (like boiler) or +10 coins or +1 star.
(If you have 50-99 stars then the starfish aquarium can be used as +1 ivory dice, otherwise it is a permanent bonus which is still nice.)
1) Shrine blessing gave me 5 gems for every Redroom drafted (starting from 5 ranks with red rooms)
2) Laboratory let me research "Every time you draft a shop, get 3 additional aquariums in your draft".
I ended up with maybe 10 aquariums in my house, and 111 gems in the bank (and no possibility to draft a freezer). Even though it's funny, I do not recommend it, because it doesn't bring you anything except a hallway.
It's better than a bad room, in most cases only because it has more doors to give me more chances to draw something actually good. The Aquarium itself is not good, in my opinion, just not-bad.
I would much rather draw:
* any pass-through bedroom - good chance of item spawn
* Security - A must-take to either lower or raise key-lock door chance, every run
* Laboratory - For a chance to permanently buff future runs via allowance-boosting or for the chance to get any experiment that sets my steps to 40, setting up a potential god-run
* Coat Check - To set up my current run or a future run for success by passing along key items
