Report a translation problem
I got it on Day 8, so I'd whatever pre-req I may have hit by then you would have by now too.
And honestly, I'd probably remove the 6th row from the possibility pool. So that would be B8 (confirmed in my save file as it has my foundation), D8 (just very likely mirror spot to B8)
B7, and D7. Maybe C7.
But I've tried 100 rerolls to get it on C8 (door touching antechamber south door) and never got it.
D8 yes though.
The Foundation is rare, so it gets crowded out by other stuff.
Use library, Solarium (need to add via Drafting Studio), or Schoolhouse and stack up 15 classroom rerolls on the spot you want it to be (and $1 to a shrine the day before can get you the ability to spend gems to rotate it).

Drafting Studio? I've never found that room either, lol I'm 15 hours into this game and I haven't found basic rooms that are meant to be found early. Still no Foundation, for the record.
I'm not sure if it's intended but at least in my game, the basement door that is under the fountain stayed unlocked once I opened it, so I never needed the basement key ever again.. I didn't realize it was always unlocked until about 5 attempts of wasting my time getting the key again, lol.
I will say that IMO installing it anywhere but deep in your house is a mistake.
