Is there a prerequisite to getting the foundation?
I have yet to see the Foundation despite getting the basement key six times. I seem to be stuck after accessing the basement from the fountain; as there is nothing to do down there. I have basically no idea how to progress except for entering the basement from another angle, which means The Foundation. So I keep doing runs solely trying to draw it but...it never comes. Is it just bad RNG?

I'm not sure, beyond there probably being some restriction on the location it can have in the house because ( the non-door wall can't be against the edge of the house

I got it on Day 8, so I'd whatever pre-req I may have hit by then you would have by now too.
I just realized I could use the Torch from the Armory on the unlit candles under the fountain and it let me skip a huge portion of the underground so while I am still not getting the Foundation, I actually might not need it anymore.

Only certain tiles are viable for it, think it's a roughly 3x3 grid from B8 to D6. So if you want to maximize your odds, you need to explore these rooms as late in the day as possible, ideally with several rerolls available. And I'd heavily assume the C8 spot can't be a foundation, as it would be very awkward if it got it's back wall blocked by the antechamber.

And honestly, I'd probably remove the 6th row from the possibility pool. So that would be B8 (confirmed in my save file as it has my foundation), D8 (just very likely mirror spot to B8)
B7, and D7. Maybe C7.
That is wrong, I've had the foundation on D2 lol.
But I've tried 100 rerolls to get it on C8 (door touching antechamber south door) and never got it.
D8 yes though.

The Foundation is rare, so it gets crowded out by other stuff.
Use library, Solarium (need to add via Drafting Studio), or Schoolhouse and stack up 15 classroom rerolls on the spot you want it to be (and $1 to a shrine the day before can get you the ability to spend gems to rotate it).

I got Foundation on Day 11, right after lighting second blue fire outside, and even unlocked the elevator, but got to Alt-F4 the game because some urgent work came my way. Now it's nowhere to be found even on Day 22. I wonder if there's a flag that forces Foundation to draft only once since it can only be placed once.

There's more than just those ways down foundation is just guaranteed access in the house

I didn't even know it existed until day 10 when I got it. Thanks rng

Nvm, just got it. But here's another stupid question: I understand "RNG" is this room-rotation rogue-like system, but what exactly does this abbreviation stand for?

Drafting Studio? I've never found that room either, lol I'm 15 hours into this game and I haven't found basic rooms that are meant to be found early. Still no Foundation, for the record.

I am on the same boat. I've gotten the basement key multiple times and have not been able to get the foundation

I'm not sure if it's intended but at least in my game, the basement door that is under the fountain stayed unlocked once I opened it, so I never needed the basement key ever again.. I didn't realize it was always unlocked until about 5 attempts of wasting my time getting the key again, lol.
I FINALLY GOT IT, DAY 25 JESUS CHRIST BE PRAISED

I doubt there's an area limit at all (outside the edges and maybe C8.) Mine wound up in D2 around day 25ish

Yea, enough people had said it is only restricted by being in the middle sections (and maybe no C8), I think that was just more the fact it is a rather rare room so you'll probably need to drain out most of the pool to get it to show.

I will say that IMO installing it anywhere but deep in your house is a mistake.

Yeah, but I placed it a good 20 days before I first got into the antechamber
