Also if you draft a certain outside room, you can make the Boiler commonplace.
Additional hint: Be sure to upgrade the Aquarium to an Electric Eel Aquarium once you get the chance (the only sensible option IMO). It will then become a power source of its own and not just link power from an adjacent source.
I disagree with how they worded it. There is an outer room that can give you an item that can change boiler room rarity. The room it self doesn't do it.
Outer room: The Tool Shed. 1 of the items can be a wrench
There actually is a room that allows to adjust other rooms' rarity, but it has to be unlocked and requires to be drafted in a certain space. Also it only allows to change 3 rooms per draft and they are chosen randomly, but still worth getting as often as possible. If you need a hint i suggest taking a look at music scores
