99.99% of the stories were completely made up by the media of the time for sales.
So the game isn't even about H.H. Holmes. It's set in modern day. H.H. Holmes is referenced for a large part of it and it's obviously based on him but literally he's in the game for the pre-credits sequence.

It's a collection of true lies.
However, they do a good job of moving away from the true Holmes story [actually really boring and no elaborate traps, etc.,] and focus on another slasher killer in that same (fictional) "murder hotel" environment.
