I gauged the damage based on the health bar.
Hmm seemed like it was adding damage for me but maybe not. I'm sure they will fix this.

I must be doing something wrong with Gale. In the shooting range it does decent damage, however on tour I go to clear a squad of scorpions and the tornadoes just kill the first one it hits then disappears. This makes it very weak at mass killing where a chain will sit there a pulse killing the entire pack.
Am I doing something wrong?
