Where do you get blueprint for electromagnetic cruiser cannons (ECC)?

I don't have that blueprint. And I don't see that blueprint here: https://steamcommunity.com/sharedfiles/filedetails/?id=3225231245

I have 406mm Cruiser Cannon, but not the Electromagnetic one. How do you unlock it?

Currently I miss only blueprint from Gas Station. Is ECC unlocked by Turret Amplifier?
