I have been playing the game for 70 hours now and I have only found 2 of these the entire time. Even missions that list them as a higher chance to be found don't. Am I just this unlucky or has anyone else seen this same issue?

Probably just bad luck unless you're not playing on city ruins. Nanochips do spawn often in the first infinity siege though so if you need a bunch I'd go there, but snow ruins are garbage because for whatever reason, most of the nodes on the snow ruins map only contain ammo, food, and valuables; like my last run I did in snow ruins 4 lasted about 4 hours and I cleared every single node on the map and didn't find a single nanochip or data relay until recovery day kronos died.

Infinity siege drops legendary tier everything constantly, you will get absolutely flooded with epic and legendary tier stuff just for getting to wave 4 and that's on the infinity siege that doesn't take place in the desert. Just do infinity siege, I don't think you can get heroics outside of "Darkest Before Dawn" but you'll get a ton of boosters, legendary materials, and even the elusive heroic XEN booster if you get lucky; but I've never gotten any heroic tier gear or building materials for it so just keep that in mind.

You really need scan gloves, without them i woulda missed the few ive gotten cuz the will be on top shelf or some bs, just like cpu chips you cant see them

I've been playing for a bit and I have only found like 14 so it is ridiculous on the spawn rate. I find more artillery parts and cores.

I've taken to doing the tower scan before leaving just to check if I missed anything important. One time on snowfield shopping mall, it did find me a nanochip that I had missed in a locker.

They only become somewhat more common in City 2 and up.
Try to get the events that give +1 to all purple and above and double all purple and above materials.
If you get a little lucky you can come home with 10+ from a full tour.
Before that, infinity siege 1 is the best source.
Same goes for control modules.

Yeah I started doing Infinity Siege to get them the most often. I have found some in City now too. Of course the Red items are the bottle neck now.

City 5 spawns more Heroic (Red) Items

Do siege mode you can usually find two during the first 10 waves consistently, outside of siege mode good luck, the spawn rates are dismal.

i do city 5 runs and get to many of those

get to city 1 and you start swimming in nanochips from here on forward.

If you havent gotten to that point and are missing nanochips for twin turrets and autoloaders then go refresh your basic store instead. They will be buyable there for 12k creds a piece and come in 5s. Is how I covered my lack of nanos early on.

21 nano processors
6 uranium 3 cruisersz 4 nanochips and that was just the extra loot >_< 20-25min run

i don't feel like doing city 2 yet so i have been doing runs of city 1 for heroic parts so can build some of the high tier weapons have the upgraded mech now but getting xeniom soil stuff for the hell fire has been driving me nuts
