You need to place the support posts tightly
It took me about 10 runs just to find that landmark so it took me a good 5-10 hours after unlocking city ruins to actually get a good amount of power storage so my advice? equip the worst gear you have and remove all the power-load-increasing buildings on your outpost and just keep running city ruins 2 since two landmarks spawn right next to the starting node and skip past the first node towards the landmarks and if neither of them are labelled "Gas Station" abandon the tour and go again. Once you do get them, dump them into your drone to secure them and then just suicide on recovery day and you're golden, you lose worthless gear and it takes about 15 minutes overall.
I think it's absolutely insane forcing the player to go this long with just dinky 5 power storage units that you have to spam the ♥♥♥♥ out of just to have a usable amount of power but the nice thing is all the batteries you've made up to this point convert directly into advanced power packs so that's nice.
