Have you tried connecting the second set of long stairs directly to the upper one then connecting it to a set of short stairs to the ground to see if it will make connection? The short stairs might work in that case there.
It also looks like the placement of the utility floor piece the stairs are connect to could be done different perhaps?
You can't do that, when you start from the top and connect a stair to the top of the advanced armored wall, then you aim the stair at the bottom that stair, the second stair will only go up, the mouse wheel scroll won't make it go down, only up.

yea and where's the proof that you have anything snapped to the top of the walls? Check the utility floor HP. if the utility floor ontop of it isnt above 1400HP its not snapped to it.
thats the bottom not the top...
