Insufficient Power when building second layer on Outpost.

Whenever I add a utility tile to the "roof" of the my outpost I get a message about insufficient power. Am I doing something wrong, or can I not build a second layer?

use stairs, its the only way to transfer power to higher floors

Thanks, that worked. I think the stairs need to connect to a Utility Tile though, not a wall... think that's what I did wrong.

Yep, you need to connect to a floor tile.
Also, if you have the space, do build a backup stair or two cause if that one stair gets shot off in combat you lose all power to that floor. happened to me once and it wasn't that great.

you could also use shortstairs btw if you want a small "footprint" but its slightly harder to get stability on them instead.
