How do u get recruit cards?
You know, the points where you can recruit people in the quad management? I have gotten 2 but have no clue how to gather more...

Also can be a augment that shows up on com stations and end of missions. That gives one.

Another way to get recruit is through the local operators in the intelligence lab. Check if the operator has any skill you like and dismiss them if they don't. Once you find an operator you like start a tour and select them to go on the tour and once you finish you'll keep the recruit full time. The local operators are constantly refilled so is a more consistent way of getting recruits then the gacha recruit cards.

When you go to change operatives there’s a 2nd tab to switch to the local operatives instead of your recruited ones. Once they complete a tour they are promoted to recruited ones.
