pure conjecture and just what I've been able to pull from various threads on the forums.
Link the cable to the core tower then throw the other ball from afar (the longer the more energy) into the top of the charger
I must be stupid but for the life of me I wasn't able to put it in there, it would either fly away somewhere else or just never stay at the center.

The amount of power the Orb provides is based on the distance the Orb itself travels before it 'sinks' into the basket at the top of the charger. I've gotten as much as 15 by jumping away from the tower and right clicking the ball into the basket.
Also, the red orbs are used as "Free Throw Basket Ball" minigame in an Envoy-looking POI that opens 2 Comm Station Terminals (The free/Power-cost 'incident buff' things) and at 25 points+ or so, it opens a nearby 'Cabinet' with a few rare spawns.
If the Free Throw game isn't there, it might power the Shockwave at the Outpost but I've not had to use it so idk.
