Large are the rocket tanks, apostles, and those flying helicopter things in City Ruins that are need to be removed from this category asap.
Indirect fire has much shorter range (~12,000) dispite what you configure as the max range.
Missile
No clue but that's what the testing I've done has shown and other people have confirmed. Next time you do a City map with Crius try to configure all your CIWS to max range and each on a separate item and see which/if any fires. It could just be target overload as turrets will fixate on one target until it's dead before they go back to their priority list.
