i always see some viper tower, but how do i get the blueprints or buy it?

The viper chain gun is exclusive to the vanguard edition. I am not sure how good it is but I have not felt like I needed more than the base game turrets for clearing the current story content.

The viper turret, as well as the type 30 CIWS, are exclusive to the vanguard edition.
The viper chain gun, compared to 30mm twin barrel, has double the fire rate at half the damage and ammo cost.
This makes it slightly more ammo efficient due to less overkill potential.
As a trade off, the max range is 8,000, down from 10,000.

As far as I know, the type 30 CIWS only difference is the look.
It might be a little smaller than the normal one due to the missing tank on top.
