this game since the first major patch has been a nightmare with freezing and stuttering on any detail settings
It's a good rule of thumb to keep all light and shadow setting low on any games with low optimization. These are always the two biggest hitters.
System,
CPU : I7 6900k
GPU : 1080ti
RAM : 64GB
Playing maxed out at 2K resolution.
I have noticed a couple of things. The game does seem to stress out my CPU more than most. I had to bump up my fan curve to keep it below 60 centigrade.
And if you do something else in the background the game will lag like crazy. It's very odd. But try playing a youtube video, or running a steam game download.
Suddenly everything is super slow to the point that your keyboard inputs will queue up.
the game had an update maybe 2 hours ago from posting this, I no longer have this issue, so you might wanna jump back in a see if you no longer have the issue as well

That's odd, you are basically one version above me in components, running just less RAM than you, a 3070 and I don't have that issue and my Outpost is build to the max, valued at just under 2 300 000.
Did some edits yesterday again and I don't have any editing lag. There is that initial quick freeze when you click edit and the whole editing mechanic loads, that's it.
Something I have noticed, when running to the hangar there is also a quick freeze and resume when you reach the hanger threshold.
However neither is above 2 seconds max.
i still get lag at times with playing.

i said ages ago the game has issues when resources change on items all over the base, like ammo counts and incoming or using resources.
there is no buffer system for the game to enable itself to keep up with the changes it makes during game play in battle.
Hellfires and CWIS are the worse at causing this lag to happen
Not sure if there was a hotfix or something but my lag is now gone -shrug-
