Assuming you mean the handle, you only need a short plank and a chisel, no iron...

Yeh you do not need iron to make the axe hilt, recheck your crafting recipes,

I though as well I need iron in order to make a chisel but it turns out a large flint stone can be crafted into a stone chisel. This is all you need for the start. But the game is not good at explaining.

I was able to make an axe hilt with a flint chisel just like you said.
