Game crashed everytime
LatencyMon shows dxgkrnl high DPC latency (dxgkrnl - is DirectX stuff).
DX12 may allow your GPU to consume more power than needed (unlocked frame rate in DX12 requires more power).
More power consumption could cause transient spikes on PSU which provides the power to GPU by increasing current (while voltage is fixed). This spike could be like 2.5x of normal GPU consumption (under load). Especially could be affected small form-factor PSUs.
I didn't have issues with non-DX games.
In some games I've fixed unlimited frame rate using command line property for Steam game:
-force-d3d11
-force-d3d8
etc.
Try, maybe it will help you to fix your issue.
Try windowed mode (-windowed -w 1920). Use your resolution width instead of 1920.
If you used Content Resolution Utility (CRU) for your monitor then you'll need to run reset-all.exe to reset the overrides (otherwise you may see display turned off after switching to lower versions of DirectX because of incompatible monitor mode).
