I have a coastal catches but can't catch fish on coastal area？

Trawl nets and fishing rods aren't the same. Trawl nets catch fish passively, while fishing rods catch them actively.
You need a fishing rod that can catch coastal, you can see you are missing that on the top right of the screen, right under the cargo tab.

As Nanil mentions above, you need a specific rod for this fish type.
In this case, you need a rod that will fish oceanic fish.

You can buy these from the shipwright or the traveling merchant.

No one is watching this I’m sure but I bought a versatile rod because it has 4 types it catches, but in new oily spots near the narrows it says coastal and it says I don’t have the proper equipment but I have the versatile rod which says it catches Oceanic. Help!

You need special Iron Rig equipment to get those fish - just having the right type of rod isn't enough, it needs to be "improved" or something (looks like a little golden ^ next to the type). You should be able to make more rods and reels at the Rig if you sold the one the quest provided.

Or: Working as intended, you actually do need different gear for those fish!
