Report a translation problem
The Spinning Circle is meant as optical indicator that the Game makes an automatic Save-point (when you dock somewhere for example). It didnt mean that it has to download something.
Yes, some Games check for Updates before they start, in that Case you will probably see a download bar in the lower area of your Steam window.
If you downloaded the Game, it should already be installed, maybe you have a shortcut on your Desktop. But if you started it and nothing happens... that normally means that something isnt right.
Normally, you should see the Insignia of the Developer and Publisher, then the title screen. I assume your Computer has atleast the minimum requirements for the Game, so it sounds like the Game is stuck in its starting Process.
For what Reason.... thats the Point that i dont know.
You could check the Bug-Report Section, where you posted this Thread, if there are already other Reports about a similiat issue.
Maybe another Player can give you a Solution or the Developer will answer you... but that can take some Hours or Days - i dont know if the Developer works on the Weekend. They are located in New Zealand if that helps to determine when they could react to your Problem.
The Game starts, but does not reaches the title screen, if i understand you correctly. Sometimes, the antivirus protection of a PC blocks a game because of a misinterpretation.
Or a graphic process takes to much time to be completed. The PC normally deletes the faulty Process to keep the PC safe, which causes a Program-Crash. I do not know what causes this issue for you.
So eventually I figured it out. And maybe that's just me as a gaming newbie of sorts... but I didn't realize I would have to click and hold the F-Key for the game to beginn instead of just clicking it. Maybe the german translation is also weak there.

If you find you are having any issues launching the game still, could you please pop us over your DxDiag information - you can do this by following the steps below:
- Hold down the Windows Key and press R.
- The Run dialog should appear. Type dxdiag in the available text field.
- Click OK
- Click Save All Information
- Set the Save as type to Text File (*.txt)
- Save the file DxDiag.txt to your Desktop so it is easy to find.
- Open the .txt file, copy all the contents > Paste all the contents to a free text hosting service such as http://pastebin.com/
- Copy the link to your post and paste in your reply
