Stuck without explosives

So, second playthrough. I'm at Gale Cliffs and I finished reuniting the whaler and his hermit brother.
Problem is: I didn't explore the "explosives" dialogue with the whaler when it was up. After detonating the explosives he had set up I lost the opportunity, the dialogue option is no longer available. So now I can't ask him for explosives anymore and the merchant doesn't carry any either. Which means I can't get to the relic at gale cliffs, so this playthrough has become stuck. Worked fine the first time when I was talking about the explosives as soon as the option was available.

Thanks for reaching out to us! You should just be able to dock at Ingfell and visit the Whaling Yards to purchase explosives, can you please check and let us know if you are still having trouble?

That worked, thanks. I somehow completely missed the whaling yards, I misremembered this as being part of the mission dialogue in the first playthrough so I was wondering.
Also after visiting the whaling yard the travelling merchant now has explosives which wasn't the case before. Thanks a lot :)
