Airman won't accept bait fish

I haven't seen anyone mention this on the boards.
In the area where the Airman has you collect certain fish for bait, I have successfully given him the fish for the first and third baits, but when I give him the 2 fish required for the 2nd bait, he takes them, but says that he doesn't have the fish for the bait.
Tried to restart the game, the problem still happens. I took those fish out and put them back, doesn't help. I sold those fish and caught new fish of the same kind, doesn't help.
Kinda stuck on what to do other than restart the game.

Could you please share a screenshot of the fish in the sections?

To take a screenshot, please make sure, that you have Steam Overlay enabled in your game

1. Go to Steam -> Settings.
   
2. Click the In-Game tab.
   
3. Check "Enable Steam Overlay while in-game"
   
4. Go to Library.
   
5. Right-click on the game title and select Properties.
   
6. Under the General tab also make sure "Enable Steam Overlay while in-game" is checked.

In the game, press F12 to take a screenshot. Then press Shift+Tab to bring up the Steam overlay, and Upload your screenshot, make it public. Then simply include the URL of your screenshot on the forum (it should look something like "http...sharedfiles/filedetails/?id=...")

Please can you also try verifying your game files:

1. Right-click the game in your library
   
2. Go to 'Properties'
   
3. Go to the local files tab
   
4. Click 'Verify integrity of game files...'
