De-bug or Cheat Mode for Item Recovery

I had the Known Issue happen to me when I unlocked the final tier of the boat. Before I realized what had happened the game saved and I'm stuck with a teir 4 boat with no equipment.

I have some items squirreled away and a bit of money left over that could get me going again but I would prefer not to have to grind for a while to get back to where I was. Thoughts? I think cheating items in this case is fine but don't like doing it in general terms.

Really, the only thing I would want to re-enable is Dredging. I bit the bullet and repurchased the lost items but there's no way the re-enable this part of the game. I went back to Blackstone Isle to see if the Collector would offer it again but he doesn't. Now I see what the soft lock is.
