Impossible to get dark capsule

At the beginning of the game I sold the fishing rod from the iron harbor. Now it is impossible to complete the task from the scientist. Because without it it is impossible to assemble the dark capsule. The Foundry also does not upgrade to the second level. Is this a softlock or is it possible to fix it?

More to the point, can't you buy it back or get another from the rig? That sort of thing usually has a fallback like that.

You should be able to create another one without needing any special ingredients.
