But basically, it's an out of the way side area where you can get some useful items, especially if you're hunting down aberrations, and arguably an item that makes on of the abilities gained in the main game useless. It can exist but it can't affect anything major with the story. So the ending to the island is very "Well you did the thing, back to what you was doing elsewhere", while the ending to the other islands is "Well that happened, but now I'm one step closer to the ending."
The Photographer was introduced in update 1.2 and has a side quest for you. She is located on one of the small islands between Blackstone Isle and Gale Cliffs. That comment the Mayor makes was added in 1.2 to make players aware of her it has nothing to do with the Pale Reach at all. As Moodyman90 said no one in the main game makes reference to the Pale Reach existing you just have to go there on your own volition.
The unique fish like Oarfish ecc ecc can be catch like Trophy?
I disagree on it making the main game ability useless. Imo it works great as a combo, especially if you leave it in the new area, which is noticeably tedious to get to from Blackstone (compared to the other 4 surrounding areas, at least (admittedly I have the fastest engine combination possible)). It allows you to set it up, then go do anything else, anywhere else, and return to that area of your choice from Blackstone, quickly from anywhere.
I'm not sure I see any particular need for someone pointing it out to you. The pale reach is easy to locate, both being visible on the horizon and marked on the map, and it's explained that it floated in from elsewhere.
The items found in the DLC are quite good as well. I'm not really sure what the problem is?
