Same foundation. But different map, different ship, different fish (some different fishing mini games), different quests, some different hazards.
Greenhell really expanded way, way beyond their roadmap and did Concerned Ape with Stardew Valley but neither were constrained by publishers. In any event it'd all by icing on the cake with anything they decide to add.
If you want more of the same, I would recommend either sunless sea/skies, or - a bit further off left field, and a bit more janky and MP focused, but Barotrauma is pretty interesting.
