Baiting Traps

This game is awesome! I feel like im playing a Lovecraft book and its awesome! Only problem is, Im at the point where im trying to bait the traps for the Airman and i cant figure out how to put the fish in the traps. Is there a mechanic im missing or is it just bugged? i have the right fish in my inventory so i cant imagine what im doing wrong. I can interact with the trap but the prompt to input the fish is unclickable. Any suggestions would be greatly appreciated!

You just have to drive close enough to the traps and interact with it. If that doesn't work, did you try to save the game and restart?

You give HIM the fish, and he turns it into bait for you. You dont use the individual fish.
