I've got three of these things and haven't found a use for them. I'm at the end game now and basically just filling out the encyclopedia now, but the purpose of these eludes me.

In the stats post I linked to above (here) I covered all the aberrant chances I found by data mining. It's 1% during daytime, or 3% at night. So at first I thought the +5% was kinda small, but compared to the base chances of either 1% or 3%, it's a huge buff.
