Missing Docks for Safe Havens Achievement

I believe I've now circled and went to all the islands in order to stop at the dock after completing the game and all side missions.

I still haven't unlocked this achievement and was wondering where the missing dock(s) may be? Perhaps their out of the way?

there are 4 possible "campsites" that are included as docks One on the southern side of the gale cliffs, one in between the cliffs and the basin, one in the twisted strand, and one just south of the volcanic place (it has a dome on it)

To be more precise, the four docks that aren't shown on the map are at the coordinates:
O2, J3, F15, P10

I'm also having this issue except that I've visited every named island and every campsite, O2, J3, F15, and P10 and I still haven't gotten the achievement. Am I forgetting something?

The other harbors are marked on the map with small dots. I think they are all necessary for story progression though, not sure. Maybe just go through them again. Might've missed one.

Not sure if it counts towards it, but at this point I had also done all 4 of the hooded figures quests. So all questlines means you've visited those, as well as visiting all the "dots" on your maps that are major hubs as well as the campsites you listed.
