Need a hint for Gale Cliffs/explosives/family crest

I feel like I’m stuck in a loop here. The former whaler in Ingfell says he’ll think about making explosives, but I don’t get a Pursuits for it. I thought if I got the crest for the Hermit, that would advance that plot, but I need explosives to get to where I think I’ll find the crest. I don’t know what to do next.

I don’t want to be told exactly what to do, but I’d appreciate a hint. Thanks!

What's behind the rock wall is an objective that you will need, but the family crest is located somewhere else in the islands area. It is not blocked by a rock wall but may be hard to get to.
